5-Year Rate Table
We are currently in the midst of the largest upgrade to our wastewater
treatment plant since its inception. These upgrades—known as the EchoWater Project—must be completed and operational by 2023, and the construction cost alone is between $1.5 and $2.1 billion.
To continue funding this project, our monthly rate will increase in small increments through 2021. The annual amounts are shown in the table below.

Rates for Industrial Customers
Per cost component
The table below represents the new industrial sewer rates, also charged to groundwater remediation dischargers and temporary discharge permit users. Unlike residential and commercial customers, who are charged on ESD units that represent an average flow and waste strength, industrial customers are charged based on their individual wastewater flow and waste characteristics (Biochemical Oxygen Demand—BOD; Total Suspended Solids—TSS; Total Kjeldahl Nitrogen—TKN; and pathogens).
